Congressional GOP Embrace Trump's Proposal to Replace Obamacare

US lawmakers are working through the weekend for the first time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.

Deepening Consequences of Federal Closure

The impact on Americans from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Florida Resort

As weekend session got under way, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Several Republican senators praised the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We will replace this broken system with something that is truly better for the consumer," one senator said.

Another senator praised Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Democratic lawmakers expressed alarmed responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another lawmaker responded to the censure of carriers by writing: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for universal healthcare."

Ongoing Negotiations

The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a handful of centrist lawmakers to end the closure in exchange for a future vote on the Obamacare payments.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an proposal to restart the government and extend the payments for a year.

Another leading Democratic senator persisted in maintaining that Republicans should agree to a 12-month continuation of the payments before negotiating the long-term of the subsidies.

"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Several observers indicated that the essence of such a plan would eliminate the ACA's mandate that insurance companies cover individuals with existing health issues.

After his golf outing, Trump returned to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the plan that failed to secure enough backing in 2017.
